July 9, 2015, “The Master Plan of Underground Space Utilization for Chongfu, Tongxiang (2015-2030)” demonstration was held in Chongfu. Participants included experts and leaders from Tongxiang Construction Bureau (civil defense), ChongFu Planning Office and other departments.

The experts listened carefully to the presentation and agreed that the planning was scientific and rational in planning and design of underground space in the overall layout, control and guidance in key areas and node design, etc., in line with the actual needs of urban development of Chongfu. Revision and improvement was need according to comments after demonstration before approval in accordance with the procedures.

June 2, 2015, Wuhan Land Resources and Planning Bureau hosted the expert consultation for” The Master Plan of Underground Space for Wuhan ” and “Special Report of Requirement of Underground Space” ，a number of experts from Shenzhen, Shanghai and Wuhan made a consultation and demonstration for the planning and report.

” Special Report of Requirement of Underground Space ” got praise from experts and leaders, the research results had clear thinking, sound system, comprehensive analysis, novel methods, in line with the development needs of Wuhan, demand forecasting and other aspects of the approved study presents feasibility of innovative thinking and provide important reference for the long-term objectives, strategic goals and planning decisions of the development and utilization of underground space of Wuhan.

May 28, 2015 to 29, Jiangsu Housing and Municipal and Rural Construction Hall hosted the review meeting for Yangzhou, Jiangyin, Yancheng urban underground space development and utilization planning，the experts group，including well-known urban planning and underground space experts such as Yuan Jinfu, Chen Zhilong, Shi Xiaodong, Gu Xin, reviewed the three underground space planning projects respectively.

In the morning of 29, as the last reviewed project, prepared by PLA University of Science & Technology，Yangzhou Urban Planning and Design Co., Ltd., Nanjing Wislong Urban Planning Design Co.，Ltd.，”The Master Plan of Underground Space Utilization for Certral Area of Yangzhou(2013- 2020) “has been highly praised by the experts and leaders,the partition management and control, strategic pre-control, planning and technical guidelines and other innovative content were discussed in depth, the planning study is reasonable，the content is realistic and innovative, with strong guidance and operability, provides a solid foundation for the orderly development and construction of urban underground space resources, so all the experts approval the planning.

In the morning of May 8, 2015, Panjin Urban and Rural Planning Committee organized the 1st Planning Commission meeting. The meeting reviewed the ” The Master Plan of Underground Space Utilization for Certral Area and Liaodong Bay New District Zone of Panjin (2013-2020)”, ” The Master Plan of Air Defence Engineering for Certral Area and Liaodong Bay New District Zone of Panjin (2013-2020)” and a number of different urban planning project.

As the first project, plan review meeting after hearing the introduction made by Sha Ying, Panjin City Civil Air Defense Office Director, about background information of Panjin City Central and Liaodong Bay Area underground space and air defense engineering planning, the planning project team, formed with Research Center for Underground Space of PLA University of Science & Technology and Nanjing Wislong Urban Planning Design Co.，Ltd.，made a report.After the members of the Planning Commission for examination, the deputy mayor Liu Zhihong done important instructions about the influence underground space and air defense engineering planning in the construction of civil air defense engineering and common ditch.Panjin Planning Bureau, the Construction Committee, the Finance Bureau, the Civil Defense Office, Comprehensive Law Enforcement Bureau, the Environmental Protection Bureau, Board of Education, Fire Department, Xinglongtai,Shuangtaizi district government attended the meeting.

In the morning of January 31, 2015, ” The Master Plan of Underground Space Utilization for Certral Area of Dongying (2012-2020)” passed expert review that organized by the Dongying Planning Bureau and the Municipal Civil Defense Office.
The expert team contained 7 people that from Tianjin and Dongying City, Shandong Province. A careful review and extensive exchanges was conducted after the report,”the plan had scientific arrangement from the perspective of the overall security of Dongying of civil air defense projects,had strong guidance and operability of the civil air defense construction in the region.”
In full recognition of the planning results, civil air defense construction in recent years of Dongying got high praise at the same time. The experts, leaders put forward many valuable comments and suggestions about the future of civil air defense construction and urban underground space development of Dongying.

In the morning of December 30, 2014, Weifang People’s Air Defense Office hosted the review meeting for” The regulatory plan guideline of air defence engineering for Xinhua of Weifang ” and another planning project.

Expert team formed by 7 people from Shandong Province, Qingdao,Weifang reviewed ” The regulatory plan guideline of air defence engineering for Xinhua of Weifang ” prepared by Research Center for Underground Space of PLA University of Science & Technology & Nanjing Wislong Urban Planning Design Co.，Ltd.. After listening to the planning report, experts and leaders believed that the technical route was clear, comprehensive, and had strong operability and good demonstration, unanimously agreed to pass the review . More than 10 departments including Weifang Planning Bureau, Land Bureau, Bureau of housing construction and Kuiwen, Weicheng District participated in the review meeting.

The planning is the first department civil air defense projects detailed plan after the completion of ” The Master Plan of Air Defence Engineering for Weifang(2011-2030)”,technical backbones were organized to try to build a template of civil air defense projects regulatory plan for Weifang City and Shandong Province.

On November 25, 2014,” the expert review of“The Master Plan of Air Defence Engineering for Doumen,Zhuhai (2014-2020)” prepared by Research Center for Underground Space of PLA University of Science & Technology & Nanjing Wislong Urban Planning Design Co.，Ltd. was held in Zhuhai, organizing by Zhuhai City Civil Air Defense Office.Expert team formed by 6 people that from Guangzhou, Zhuhai and Doumen District reviewed the plan, more than 10 departments and Doumen District towns (Street) deputies attended the meeting.

After the report and communications, the leaders and experts believe that the technical route planning was clear, the analysis was detailed, planning targets was Prominent, operability was strong. Some innovative achievements were made in planning the layout and connectivity, so the plan was agreed to pass the review and approval according to legal procedures after further revise and improve.

November 15, 2014, the expert meeting for the master plan of underground space utilization for Xinghua (2014-2030) was organized by Taizhou Planning Bureau. Xinghua Municipal Office,Planning Bureau, Civil Defense Office and other departments attended the meeting.

The experts group formed by 6 experts about urban planning and civil air defense and other aspects including Wu Hao, Zhang Chun, Tang Yougui etc., listened to the reported by project group.the experts and leaders carefully reviewed each part of the planning documents, and discussed extensive and in-depth for the underground space development.The Group believed that the outcome of the plan was clear, targeted, comprehensive and reasonable, agreed to passing the review.Approval was permited after amended according to the procedure.

This plan is another project after planning of Panjin and Liaodong Bay Area, Han Yu of Jinan that pass the review by the experts recently.

In the morning of November 10, 2014, Jinan Civil Air Defense Office and Bureau of Jinan High-tech Zone organized thr experts meeting on “the regulatory plan guideline of air defence engineering for Han Yu of Jinan”and“the regulatory plan of air defence engineering for Han Yu of Jinan”.The review group meeting that formed by 9 military and civilian experts in the field of air defense,including Deng Chuntao, Tian Chuanping,Tao Hongming etc.,reviewed the guideline and plann. The experts, leaders agreed that the guidelines and technical route was clear, comprehensive, focused and professional. The regulatory plan has useful exploration and innovation on protection system, engineering layout, control system, public works planning.The targets and requirements ware strongly operable, the experts agreed that the 2 projects passed the review.

The regulatory plan of air defence engineering for Han Yu is the first detailed plan of air defense engineering under the background of the new round of technical standards revised.The 2 planning will promote the sustainable development of regulations relating to civil air defense and underground space construction.
